Howard Mills is a Partner at Pavement Management Group, an Independent Corporate Director and a Senior Advisor at McKinsey and Company. He serves on the Boards of Genworth Financial (NYSE:GNW) and The Doctors Company Group. Mr. Mills is a National Association of Corporate Directors (NACD) Governance Fellow.

Howard is a retired Deloitte Managing Director and Global Insurance Regulatory Leader. He served as Superintendent of the New York State Insurance Department, 2005-2006. Howard was elected to three terms in the New York State Assembly and rose to the leadership position of Deputy Minority Leader. He was Town of Wallkill Supervisor, 1994-1998 and Town Councilman, 1990-1993. Today he combines his corporate and public sector experience in his governance work as an independent corporate director and his work to help municipal governments improve infrastructure while spending tax dollars wisely as a Partner at Pavement Management Group, the nation’s leading roadway infrastructure consultancy.
