Fixing the System: Tackling Fraud in New York’s Auto Insurance Market with Matthew Daus

Join Matthew W. Daus, former Chair of the New York City Taxi and Limousine Commission, as he shares expert insights on combating fraud and restoring stability to New York’s auto insurance market. Drawing on his extensive regulatory and industry experience, Daus will explore the key challenges driving costs and outline practical solutions for meaningful reform.

Matthew W. Daus is Founder and Chair of the Transportation Practice Group at Windels Marx, where he advises clients on regulatory compliance, strategic planning, litigation, and public policy across the transportation and technology sectors. He previously served more than eight years as Commissioner and Chairman of the New York City Taxi and Limousine Commission, the agency’s longest-serving chief executive, after holding senior legal roles within the TLC and other New York City agencies. A recognized authority on transportation regulation and policy, Daus lectures at the City University of New York, speaks internationally, and serves as President of the International Association of Transportation Regulators.

Topic: The Financial Stability Oversight Council: Its History, Purposes, and Operation

After serving on FSOC over the past seven and a half years, Mr. Workman’s presentation will focus on the principal reason this entity was included in the Dodd-Frank Act in 2010, the three statutory purposes of FSOC, and its operation in both Republican and Democratic Administrations, with particular attention to the Nonbank Designations Guidance.

California, Colorado, and New York (and several other states) have already issued guidance on the use of artificial intelligence by insurers. Additionally, some states have adopted their own versions of the NAIC’s 2023 model bulletin: “Use of Artificial Intelligence Systems by Insurers.” During this 90-minute CLE program, insurance industry experts will analyze the use of AI at several points in the insurance policy lifecycle, including underwriting, pricing and claims adjudication, with the goal of helping the insurance industry navigate these unchartered legal waters.
