Thomas E. Workman brings more than four decades of leadership experience in insurance regulation, public policy, and law. From 2017 to 2025, he served as the Independent Member with Insurance Expertise on the Financial Stability Oversight Council (FSOC) in Washington, D.C., a position to which he was appointed by the President of the United States and confirmed by the U.S. Senate.
FSOC, established under the Dodd-Frank Act following the 2008 financial crisis, is charged with identifying risks to the financial stability of the United States. As the Council’s sole Independent Member with Insurance Expertise, Mr. Workman provided critical insight on insurance markets, regulation, and systemic risk. He completed his six-year term and subsequently served the statutory maximum holdover period, concluding his service in 2025.
Previously, Mr. Workman was President and Chief Executive Officer of the Life Insurance Council of New York, Inc. (LICONY) from 1999 to 2016. LICONY is the principal trade association representing the legislative, regulatory, and public interests of the life insurance industry in New York State. During his tenure, LICONY represented companies writing more than 90 percent of the life insurance business in New York.
Earlier in his career, Mr. Workman was a Partner at Bricker & Eckler LLP in Columbus, Ohio, where he developed and chaired the firm’s Insurance Law Practice Group. He also served for 26 years as Legislative Counsel to the Association of Ohio Life Insurance Companies. He began his legal career at Bricker & Eckler following active military service.
Mr. Workman served nearly four years on active duty as a Captain in the Judge Advocate General’s Corps of the United States Army, including service at the U.S. Army Judge Advocate General’s School in Charlottesville, Virginia.
In addition to his executive and legal roles, Mr. Workman served for 24 years on the Board of Directors of Westfield Companies, a leading regional property and casualty insurance group based in Ohio. His professional honors include the Buist M. Anderson Award for Distinguished Service from the Association of Life Insurance Counsel and the Round Table of New York Life Achievement Award.
Mr. Workman has held numerous leadership positions within the legal and insurance communities, including Chair of the American Bar Association’s Life Insurance Law Committee, Board Member of the Association of Life Insurance Counsel, Delegate to the ABA House of Delegates, Member of the Federation of Regulatory Counsel, Member of the Insurance Law Committee of the New York City Bar, and Trustee of The Griffith Foundation on Insurance Education.
