Roger M. Moak

IFNY Director

Arbitrator • Umpire • Mediator

After 30 years of experience as an attorney–including 20 years as an insurance industry general counsel–in 2004, Roger Moak began his current practice as an arbitration umpire, party-appointed arbitrator, and mediator. Most of his 76 intra-insurance industry arbitrations have involved reinsurance claims; all of the rest have involved other insurance-related disputes (i.e., no FINRA or consumer arbitrations). He is a Certified Arbitrator and Certified Umpire of ARIAS-U.S.
Mr. Moak is a graduate of Cornell University and Georgetown University Law Center. He began his legal career in 1970 as a law clerk with Speiser, Shumate, Geoghan, Krause, Rheingold & Madole in Washington, D.C. while attending law school. The Speiser firm was internationally renowned for its handling of the plaintiffs’ side of aviation disaster and other wrongful death cases. Upon his graduation, he moved to the firm’s New York office, where he handled a wide variety of litigation and corporate matters and became a member of Speiser & Krause, P.C. in 1978. He left the law firm in 1980 to head the Legal Department of Insurance Services Office (“ISO”). ISO is the property-casualty insurance industry’s largest supplier of statistical, actuarial, underwriting, and claims data, as well as standardized policy forms and manuals. He was Senior Vice President and General Counsel of ISO through 1991. ISO is now part of Verisk Analytics, Inc., a public company.
Mr. Moak became Senior Vice President, General Counsel and Corporate Secretary of The Home Insurance Companies, including U.S. International Reinsurance Company (collective-ly, “The Home”), after they were acquired by Trygg-Hansa in 1991. The Home was one of the largest commercial property-casualty insurance writers in America. While still serving as its general counsel, he served for a year (1994-5) as The Home’s chief corporate claims offi-cer. He remained general counsel of The Home when he became Executive Vice President, General Counsel and Corporate Secretary of Risk Enterprise Management Limited (“REM”), following the Trygg-Hansa transaction with Zurich in 1995. (REM was then a member of Zurich Financial Services but has since become part of Tristar Insurance Group.) At REM, Mr. Moak not only concentrated on The Home’s unprecedented and successful eight-year voluntary run-off under regulatory supervision, but he also helped REM become a major third party administrator. Mr. Moak left REM in 2004 with the other three remaining members of REM’s founding senior management team.
Mr. Moak was elected to six terms as President of the Insurance Federation of New York, Inc. (“IFNY”) and three terms as Chairman of its Board of Directors. He has co-chaired or been a faculty member at many IFNY/City Bar CLE programs and has been on the faculty at ARIAS-U.S. Conferences and Workshops.
